She grew up in New York, but after nine years moved with her mother to Pennsylvania, where her mother taught school. While there Josie attended school with Stewart Moyer. World War II separated them and Josie graduated from Auburn High School in 1945.

On June 10, 1947 Josie married Earl Yost and they settled in Syracuse, New York. Josie attended Syracuse University, receiving her B.A. in Interior Design in 1960. During her tenure there, she spent two summers with families in Japan, writing her Masters thesis on Japanese housing and culture. While there she made many lifetime friends. She received her M.A. in Interior Design in 1962.

After receiving her degrees at Syracuse, the Yosts moved to Ellensburg, Washington, where Josie acquired a position at Central Washington State University. In 1973 she accepted a transfer to South Dakota State University, in Brookings, South Dakota to create the Interior Design Department.

Upon retirement in 1991 Josie and Earl returned to Pennsylvania where Earl died on June 11, 1992. Stewart Moyer lost his wife about the same time and after renewing old frienships Josie and Stewart were married in 1993, and relocated to Josies most loved place, Brookings in 1994.

Josie was very active at First Lutheran Church where she worked on the mission task force. She also was active with the Art and Ag Museums; S.D. Fiberworks Guild; served several terms on the Historic Preservation Board and was a member of the National Historic Preservation Society; Womens Auxiliary memberships: American Legion, V.F.W., and D.A.V.; Mayors Committee for the handicapped: Befriender Program; and is currently sponsoring a child in San Salvador, through Compassion International.
