She was born February 9, 1928 in Mobridge, South Dakota to Cecil and Hazel (Beusch) McNeely.  Arlene received her education in Mobridge and graduated from Mobridge High School in 1946.  She continued her education in nursing school at St. John's Hospital in Huron, South Dakota, and graduated as a Registered Nurse in 1950.

After Norman's death, Arlene continued to make her home in Brookings.  She was a member of the First United Methodist Church and the Hospital Auxiliary.  She enjoyed bowling with friends, sewing and embroidery, reading, traveling, and especially time with her family.
